ECPAT Luxembourg is composed of a small number of committed individuals who pool their expertise and professional influence in the interest of combating the commercial sexual exploitation of children. As Luxemburg is a very small country, and the government already fulfils its commitments under the Stockholm Agenda for Action, the group has concentrated its work on the campaign against child sex tourism, and on supporting the work of child focused NGOs who have shown a commitment to eliminating CSEC.
Activités:
Recent Activities: On the International Day of the Child (2001) ECPAT Luxembourg held a conference in collaboration with the country's Child Welfare Department. Two meetings took place on this day: one included teachers and young people from a college in Luxembourg; the other was held in the Dre๏born Shelter, which serves juvenile offenders and abused children. Professionals working in the fields of recovery, rehabilitation and the protection of children, representatives from many NGOs and UNICEF Luxembourg attended. Youth participants were invited to contribute their opinions. The Director of Don Bosco Ashalayam, a partner NGO working with street children in Calcutta and two young adolescents from Calcutta were present and spoke about the situation of sexual exploitation in their country.
ECPAT Luxembourg commissioned a study on sexual exploitation of children in the Ivory Coast. The African Institute for Economic and Social Development conducted this study, which was completed in November 2001. It will inform an exploratory mission to the country in the second part of this year.
Support was offered to a number of NGOs in Africa and Asia. In Senegal, ECPAT Luxembourg financed a micro-credit project for women run by the NGO "African Women's Entrepreneurial Development"; in Mali support was provided to the NGO "Samu Social Mali" for medical care for street children and an intensive training program for educators and professionals with workshops on CSEC was offered; in partnership with the NGO Don Bosco Ashalayam a shelter for street children was set up in the brothel district of Calcutta; and in collaboration with PEACE /ECPAT Sri-Lanka, ECPAT Luxembourg provides training to mothers of children at risk.
Planned Activities: After the Second World Congress, the Luxembourg Family Ministry declared its intent to launch a campaign against child sex tourism in collaboration with ECPAT Luxembourg. The campaign will be launched for the International Day of the Child in November 2002 and will continue until the end of January 2003. An advertising agency is developing the tools and ideas for the campaign which will probably include posters, booklets for professionals and a television spot.
In 2003, ECPAT Luxembourg in collaboration with the Education Ministry, intends to launch an awareness raising campaign about the commercial sexual exploitation of children in the country's schools.
During this year the group will also submit three proposals for funding to the Foreign Office. These proposals will include: a program, in collaboration with ECPAT International, for preventing the sexual exploitation of children in the North of Thailand; a program, in collaboration with the NGO "For the Smile of a Child", for lending support to street children involved in prostitution in Senegal; and a program, in collaboration with ECPAT groups in India and Bangladesh, to prevent the trafficking of children for sexual purposes between these two countries.
